京都市には約160カ国から67,000人以上の外国人住民が暮らしており、地域社会の重要な構成員となっている。少子高齢化や産業人口の縮小が進む中、外国人住民は地域や産業を支える存在としてその重要性が高まっている。
一方で、日本社会には言語・制度・理解・意識など複数の壁が存在し、相互理解の不足から偏見や差別、排除的な言動につながる可能性も指摘されている。
さらに、2025年10月以降、在留資格の新規取得および更新において審査が従前より厳格化している側面があり、当事者である在住外国人にとって正確な情報の把握が急務となっている。
在住外国人に対し、在留資格制度の現状と今後の方向性について正確な情報を提供し、安心して地域で生活できる環境づくりに寄与する。

More than 67,000 foreign residents from about 160 countries live in Kyoto City, making it an important part of the local community. With the declining birthrate, aging population, and shrinking industrial population, foreign residents are becoming increasingly important as supporters of their communities and industries.
On the other hand, Japanese society faces multiple barriers such as language, institutions, understanding, and consciousness, and it has been pointed out that a lack of mutual understanding can lead to prejudice, discrimination, and exclusionary behavior.
Furthermore, from October 2025 onward, the screening for new and renewal of residence status has become stricter than before, making it urgent for foreign residents who are involved to obtain accurate information.
We provide accurate information to foreign residents about the current status of the residence status system and its future direction, contributing to the creation of an environment where they can live safely in the community.
